This EU mandate has, to-date, tackled the simplification agenda by launching omnibus packages which have prioritised deregulation and had undesirable impacts on sustainability, and which pose a risk to policy coherence, generally. Simplification is by no means a damaging process and can improve competitiveness and climate and energy outcomes. However, it is the method which matters. In view of a future energy omnibus during the upcoming revision of the Governance Regulation in 2026, this briefing argues for a change in the European Commission’s approach and makes the case for a ‘goal-oriented’ approach to simplification.
Policy coherence can ensure simplification without compromising environmental and social standards. An Omnibus Simplification Package should be used as an opportunity to transform the EU’s legislative framework into an enabling toolbox for businesses transitioning toward competitive sustainability.
