The introduction of an oil embargo could significantly increase economic pressure on Russia. While the effect of an embargo on Russian military capabilities over the coming months would be minimal, it is unclear at present how long the war will last and whether it will spread beyond Ukraine. In the worst case, the West is currently financing a future war against itself.

Environmental and climate crises are not gender neutral. They disproportionately affect people already facing multiple forms of discrimination. If feminist environmental policy is to extend beyond the effects on women, it needs to combine gender and ecological expertise. The aggravating climate crisis has made the implementation of the Paris Agreement a central issue in German and European foreign policy. Nevertheless, the integration of climate and foreign policy is still fraught with uncertainties, both in its geostrategic and in its operational dimension. The 22nd Foreign Policy Conference of the Heinrich-Böll-Stiftung will focus on current debates at the intersection of foreign and climate policy and assess the prospects for a new carbon-neutral foreign policy.

A different policy mix of climate protection in the U.S. and EU creates tensions that make a close alliance very difficult. The deep political divide in the U.S. also raises doubts about the durability of climate policy cooperation.

Brussels and Beijing are entering a new phase in their climate relations. Gone are the days when the EU and China were only climate partners. Now Brussels would be well-served to compete and spur China on when it comes to climate protection.
