Dr Victor Mizin has been Deputy Director of the Institute for International Studies of the Moscow State Institute of International Affairs (University) (MGIMO) and is Senior Research Fellow with the Center of International Security at the Russian Academy of Sciences’ Institute of World Economy and International Relations. Mizin has made his diplomatic career as an arms control, nonproliferation, export control, outer-space studies and global security expert in the Russian (Soviet) Foreign Ministry, having headed consecutively the Offices of ABM Treaty and Outer Space, Export Control, and Nonproliferation. He participated as an adviser in arms-control negotiations, including START I and START II, INF, SCC on ABM Treaty, Conference on Disarmament and UN Disarmament Commission.
