Dr Sebastian U. Bukow is Head of the Political and Party Research Division at the Heinrich-Böll-Stiftung in Berlin. He is a social scientist specialising in the German political system. As a professor of political science at the University of Trier (in particular at the Trier Institute for Democracy and Party Research), he primarily teaches and conducts research on issues relating to representation, political communication, and electoral and party research. 

His previous professional positions include the Ministry of Economic Affairs of North Rhine-Westphalia, Heinrich Heine University Düsseldorf, Humboldt University of Berlin and the State Parliament of Baden-Württemberg.
