The Heinrich-Böll-Stiftung European Union | Global Dialogue office in Brussels is seeking proposals for the drafting of a policy report on the EU’s hidden global strengths.
The European Union is frequently assessed through analytical frameworks that prioritise GDP growth, venture capital investment, or military size. Through these metrics alone, the EU is often portrayed as economically stagnant or globally weak. But such assessments provide only a partial picture of the EU’s global position and strategic leverage. At a time of growing geopolitical pressure, a more holistic view of the EU’s strengths is needed.
The Heinrich-Böll-Stiftung European Union | Global Dialogue office therefore seeks to commission a medium-length analytical report that reassesses the EU’s global position, identifies the myriad of strengths the EU has, and explores how European strengths can be leveraged in a changing geopolitical environment.
Objective
The purpose of this project is to produce a policy-oriented report of approximately 12.000 words that provides policymakers and experts in Europe with a comprehensive assessment of Europe’s strengths and strategic assets and how these can provide global influence and leverage.
Timeline
The project is expected to begin in July/August 2026 and be finalised by November 2026.
Budget
The available budget for this project is up to 18.000 EUR (including VAT and all other costs, where applicable).
Eligibility and expertise
Applications are invited from:
- Think tanks
- Research institutes and universities
- Consultancies
- Other relevant organisations with demonstrated expertise in EU affairs, foreign policy, geopolitics or geoeconomics
Applicants should demonstrate strong expertise in EU policymaking, foreign affairs, geopolitics or geoeconomics; experience in drafting analytical or policy-oriented publications; familiarity with debates on European strengths and weaknesses and Europe’s geopolitical role.

Applications do not need to follow a specific template.
Applications will be assessed based on relevance and quality of the proposed approach, demonstrated expertise and experience, quality of previous publications and work, feasibility of the proposed timeline and budget.
