Shaping a future-fit Common Agricultural Policy

For more than half a century, the European Union's agricultural policy has focussed primarily on increasing agricultural productivity and the cost-effective production of food. New challenges such as climate change and the protection of species, soil and animals have been added, but have not been given the same priority. In addition, farmers' protests show that the current system is not trusted. EU agricultural policy must change. This policy paper provides recommendations for action that are largely possible without amending the EU treaties.

The Heinrich-Böll-Stiftung has invited experts to provide impetus for the EU reform debate in a number of policy areas. The result is a series of policy papers, some of which propose pragmatic approaches, others a change of direction. In their entirety, they are intended to improve the EU's capacity to act, as well as make it more democratic, ecological and socially just. Read the other papers here.
