The Heinrich-Böll-Stiftung is a German political foundation affiliated with the German Green Party (Alliance 90/The Greens). Its primary task is political education and advocacy in Germany and abroad. Our main tenets are ecology and sustainability, democracy and human rights, non-violence and justice. In our work, we place particular emphasis on gender democracy, equal rights for minorities and the political and social participation of migrants. Our namesake, the writer and Nobel Prize laureate Heinrich Böll, personifies the fundamental principles we stand for: defense of freedom and human dignity, civic courage, open debate and the acknowledgement of art and culture as independent spheres of thought and action. As a think tank for green visions and ideas, we are part of an international network with 35 offices worldwide and with partner projects in more than 60 countries.

The Head of the Programme - EU Funding and Project Management will be responsible to design and implement the programme activities. Specifically, he/she/they will

  • conceptualise, coordinate, implement and evaluate the programme in close cooperation with the Director of the “Global Support for Democracy” Unit,
  • conceptualise, organise and implement training modules and capacity-buildings on EU-funding for hbs and its partner organisations,
  • advise hbs and its partner organisations, particularly in the Global South and in transition countries, on issues of EU funding for their respective work areas,
  • communicate with the European Commission concerning funding programmes and open calls, 
  • evaluate EU publications related to EU-funding opportunities in thematic areas relevant for the foundation and its partners, 
  • provide targeted information and advice to partner organisations, the headquarters, and international offices, 
  • advise hbs and partner organisations during the application process along the thematic priorities of the foundation and its partner organisations, 
  • accompany the EU proposals in the entire project cycle (drafting the proposal, submission, implementation, monitoring/evaluation) and ensure continuous communication with the relevant contacts in the EU institutions, 
  • conceptualise and develop publications and handouts on working with EU funds. 

Requirements

  • university degree in a field relevant for this programme
  • minimum 3 years of work experience
  • demonstrated knowledge of and working experience with the management of EU funds
  • demonstrated knowledge of and working experience with European and international institutions
  • good knowledge of and experience with development policy and international project work
  • knowledge of international politics, peace and security policy
  • living and working experience abroad (desirable) 
  • oral and written fluency in English, a good command of French, Spanish and/or German is of advantage
  • strong organisational and analytical skills 
  • ability to work in a team, strong interpersonal skills
  • ability to organise work assignments, set priorities and meet deadlines
  • gender awareness
  • genuine interest in the values and mission of the Heinrich-Böll-Stiftung

The job location is Brussels, occasional international travel is required.

This is a part-time position (80% with 30 hours/week, employment contract). Benefits do include 26 days of annual leave, meal-vouchers, group insurance, and a bicycle-lease policy. Home-office of up to 2-days per week is possible.
