Hugh Lovatt
Policy Fellow with ECFR's Middle East and North Africa

Hugh Lovatt is a Policy Fellow with ECFR's Middle East and North Africa Programme where he works on the Israeli-Palestinian conflict and Israeli regional policy. During his time with ECFR he has worked to advance the concept of ‘EU Differentiation’ between Israel and its settlements, which was enshrined in UN Security Council Resolution 2334. He also led the development of ECFR’s online project 'Mapping Palestinian politics’. Hugh has (co-)authored a number of influential reports, including ‘EU differentiation and the push for peace in Israel-Palestine’. (October 2016); ‘Rethinking Oslo: How Europe can promote peace in Israel-Palestine’ (July 2017); and ‘The Middle East’s new battle lines’ (May 2018). He is regularly interviewed or quoted in international media, including by AFP, Reuters, Newsweek, France24, and Al Jazeera. Prior to this, he worked as a researcher for International Crisis Group and as a Schuman Fellow in the European Parliament focussing on Middle-East policy. He also worked for the Aga Khan University’s Institute for the Study of Muslim Civilisations as an Arabic translator.
